3. Correspondence: See MSH and MSOP Meeting minutes on the 404 website. Ethan from the legislative team presentation. Started with 1.65 billion surplus. GOP had a wide majority but in senate had mark Dayton. Priorities were republicans for tax bill breaks. Governor wanted to invest in public safety and education. Came together throughout the session. Main priority was to maintain structural balanced budget. House had 582 million cut target to human services. Senate wanted to cut 330 million dollars. House left DCT untouched. Senate wanted 7 percent cut to central then 10 cut 2nd year and 10 and 7 in staffing. Prioritizing cuts exemption for business owners 100000 dollars. Written as first 100000 per property not just for each business. So 100000 exempt on each property so not for small businesses. Other is estate tax. Exempt 3 million when transferred or sold, they get 3 million exemption. Would go to top 1 percent of income owners. End of session didn’t get work done then passed big round of bills that were just their priorities to show that they did their work but didn’t really. Only had 1 vote majority and one member was gone so couldn’t pass it anyway. Had to open special session. Cost 50grand per day. Ended up being Tuesday through Friday. With state contracts, they send to subcommittee and they have to vote negative if they don’t want tit to go into effect. If it’s tied or positive it passes. 3 from each body and 2 from each independent body. If we don’t have 1 labor friendly control, we won’t get another contract. Wanted to change it so a tie means fails. So it would mean that we if we don’t have a friendly governor, we would need friendly house and senate and vice versa. Shut it down and we got that pulled out of the bill. Bad news is to get security hospital investments, we had to make compromises. Governor priority in state budget was compromised. Healthcare access fund is funded by 2 percent tax on hospitals supposed to fund MN care. Has had surplus historically. If money is taken out of there it will be harder to get money. Republicans wanted this to sunset and Dayton agreed we won’t eliminate the tax but down the road we will sunset the clause. Wants to eliminate the tax to keep this funded. January 1st of 2020. Healthcare premium relief and reinsurance and MN care. All things paid out of this fund goes to general fund if we don’t remove this sunset clause. We won on safe staffing.23 million for staffing in St. Peter alone. Funding for adolescent building and services. 4 million sex offender program 5 million for security hospital.
4. New Business:  lost time and mileage for negotiations assembly by cates. 2nd Headlee. Passes. Room at Redman in September to vote on contract. Asking for volunteers to sit the boxes. Asking to pay volunteers hourly per diem by Hemshrot.
