Secretary’s Report: Motion to pass November’s minutes by Molly Kennedy, 2nd by Marvin Sullivan *Note from Secretary: For the past two years I have thoroughly enjoyed being the Secretary for Local 404. I hope to keep passing along as much information as possible from the meetings I attend for another two years! I think it is important for all members to feel like they were at these labor management meetings so I try to get every word in the minutes. I hope I get your vote in January! And a side note- I would love to get these minutes to you the next day but management has asked that I give them a week to review. 3. Correspondence: • AFSCME Safe Staffing Conference is January 20th. We would like to get as many bodies as possible here. This will be at the Ramada Mall of America from 10am to 6pm. Lunch and per diem will be provided. If you are interested in attending please email Amanda Mathiowetz. You will need to have the day off. • There have been some problems uploading meeting minutes to the Local 404 website. Minutes from December have been emailed out. If you were missed please email Amanda Mathiowetz. We hope to have the minutes uploaded to the site ASAP.

6. Items from the membership: • The 24 in 48 rule for inversing excluded 10 hour shifts. Why did this get left out? It came down to wording. Matt Stenger stated that we do have the notes available from contract negotiations if this gets abused. We need an MOU or MOA. This has not been abused yet. We will not know how much of an effect the wording will be until there is more overtime. We will try to work on an MOU before it does affect anyone. • There is a supervisor on overnights for Nursing that is creating a hostile work environment. There are members who have reported this supervisor yelling, calling names, throwing things around, and not listening to staff. In order to file a hostile work environment everyone in the department needs to document. What is being done along with date and time needs to be cited. All of the info can then be compiled to make a formal complaint. This is all about participation. VP- Molly Kennedy: We had MSOP joint meet and confer with Moose Lake local 1092 on December 10th in St. Paul. It was quite a long meeting! Some of the major topics discussed were running all AFSCME departments short, taking calls for clients when it is time sensitive material, and the new scheduling system. Executive Board: James Hemshrot I have been working on the upcoming vacation audit. This is an ongoing deal.
CS MSH/Transition: Ryan Cates I have been working on a few overtime and vacation grievances. Also, I have been helping members understand the new contract. You can find the new contract on the MMB & Local 404 site. There is still a chance that the legislator could veto the contract. Dayton would veto that if it were to happen. The contract would still be in effect and members would not need to pay back the back pay received.
CS CBHH / CARE & MSOP: Luke Frederick I had Meet & Confer for CBHH/CARE yesterday, December 16th. They are having similar staffing issues. We are trying to push for their part time workers to become full time or to offer full time positions to new hires. This would help with retention and getting people in the door. Staff there are being inversed all the time.
We are trying to get a different mediator for the small group I am involved with.
CS FACILITY SUPPORT: Mike Homer Currently I am working on some scheduling issues with HR and management for a few GMW’s and I have been sitting some investigations for MSOP. I had a scheduling issue in the Main Kitchen that was taken care of. CS Nursing Home: Eric Hesse
CS MSH / CRP / Nursing Nights: Shannon Pech I am continuing to meet with CRP in regards to the schedule. I am waiting to hear if and how many full time slots we can open up on CRP. I am anxious to get a new schedule through because there are too many open spots. I will be potentially meeting about this every week until it is completed.
I have two grievances on the table that are related to not calling down the overtime list properly.
Council 5 Field Representative Chris Hanson: AFSCME Strong is gaining speed and working to motivate members. We are in need of more trainings to build a stronger group. We need to get a training scheduled as soon as possible to help build member strength, and a communication structure to help move messages across the work sites. We are going to be having all members re-sign union cards to reaffirm their commitment to AFSCME as we brace ourselves for the Friedrichs vs CTA decision. This will be incorporated into the AFSCME Strong training. Work site actions have been discussed recently. We need to plan these actions and follow through. Work place actions will be a successful tool to illustrate to members that we are stronger together.
