4.New Business
1. Council 5 Media Fund- This fund is a means to help educate people in order to avoid what is happening in Wisconsin. Field Rep Scott Grefe is strongly urging locals to donate to this fund. The legalities of this donation are covered because this donation is not a political donation- it is an education donation. A motion was made by John Knobbe to donate $6000. Second by Matt Stenger then call for discussion. Donations made by other locals and the size of these locals were discussed. Erin Granberg questioned why we would not donate more to this fund. Scott stated that we can give more in the future if so desired. Motion was voted on and carried.
2. Solidarity Rally in Wisconsin- Saturday March 13th - A motion was made by John Knobbe for Local 404 members interested in driving to Madison WI to be reimbursed up to $150 for mileage. Carpooling rate for 2 or more people would be normal mileage for the 301 mile trip. Motion second by Charles Johnson then carried.
3. Lobby Week May 16th through May 20th -Motion made by John Knobbe to pay those attending mileage and usual expenses. Second by Kevin Graves then carried.
4. Minnesota Union Women's Leadership Retreat- A motion was made by Sam Arneson to send up to 4 people with mileage and normal expenses. Second by John Knobbe then carried. Britta Higginbotham, Annie Thelen, Molly Kennedy, Ann Sullivan, Michelle Rodning, Erin Granberg and Connie Anderson have expressed interested at this time. Anyone else interested and available to attend should contact Chuck Carlson by 3/20/10.
5. Local 404 will be presenting a certificate of appreciation to Terry Morrow at Day on the Hill Tuesday March 13, 2011.
5.Items from the membership-
1. Redmen Club 4th of July Fireworks Fundraising Request
Ed Johnson from the Redmen spoke to Local 404 regarding a donation for the 4th of July fireworks. The total budget for the fireworks in $11,000. A donation of $500 or more would be acknowledged and recognized in an advertisement in the newspaper. A motion was made by Britta Higginbotham to donate $500. Second by Michelle Rodning then discussed. Some members discussed donating more, Brian Wells suggested $1000. A vote on donating $500 failed. Britta amended the motion to donate $750. Second by Brian Wells then discussed. The fact that this is may be an annual request was talked about. Suggestion to stick with the $500 donation- motion made by John Knobbe, second by Jeremy Tubbs then carried.
Raffle tickets for the fireworks are also for sale at The Redmen Club.
3. Fundraiser for Rosemary Kunkel-
Fundraiser is on Friday April 8th. See Jill Gorman to purchase raffle tickets- they are $5 each.
Social Committee- Michelle Rodning made a motion for $100 to purchase miscellaneous items for DOTH. Second by Kevin Graves then carried.

VP-John Knobbe: “In the last month we held 1/4ly for MSOP, had a long meeting with MSOP on mutual to doubles, signed an agreement to move Christensen House to Local 607, spent a week lobbying @ the capital, held a M&C @ Rochester CBHH, attended Joint Labor Management @ St. Peter, sat an investigation, delayed a loudermille, held forensics M&C today & met with the Forensics Nursing Director today to try to find mutually agreeable action for one of our members.

VP- Molly Kennedy: “Last month on Feb 22nd I attended a rally at the state capitol to support Wisconsin to fight the RIGHT TO WORK bill. I also went to Rochester to have a Labor Management meeting with the CBHH.
This month I helped Connie with the list of people attending Day on the Hill. We have 46 people signed up to attend from Local 404 and 9 riding with us from MSU. Look for an upcoming e-mail with more details on the day.
I also attended MSOP joint Labor Management with Moose Lake. Our major topic was the ability to mutual to a double shift. Please see the notes to that meeting on www.union404.com.
This month at MSOP Labor Management on March 17th we will be discussing AFSCME staff being subpoenaed to court to be a character witness for CPS clients, the 4th slot added to the vacation calendar and a steward’s ability to switch shifts on the day of the General Membership Meetings. And lastly there are 5 stewards that are attending training May 4 and 5th. Please contact Chuck Carlson and me if you are interested in becoming a steward.

CS – Facilities and Forensic Nursing Home: Jill Gorman: “There have been some problems with the heating/cooling system in the Nursing Home. These are being worked on.
There also have been some overtime issues in the kitchen which are being resolved currently.
Problems with the laundry & lab coats being sent out to Faribault & not being returned in the same condition that they were sent out.”
CS – MSOP: Matt Stenger: “Last month was the joint labor management meet-and-confer with Moose Lake. Again, the possibility of a 16 hour shift was brought up. We gave our opinion on how a 16 hour shift should look and how it would work. Management wanted to count any mutuals as a mutual, whether it was a 16 hour shift or not, and put a cap on it. The proposal, on behalf of the local, was to be able to mutual into a 16 hour shift per pay period and the return mutual would have to remain in the same pay period. This would leave mutualing to a different shift or day off left alone with no cap. Management was going to take it back to their meeting and discuss any further issues they might see. It was also agreed that we would be able to put in a trial period to see how both management and labor like it. Lastly, we currently have 3 investigations still active; 2 step 3 grievances we will be presenting next Thursday.

We traveled to the capitol on February 22nd and 23rd to meet with legislators to discuss the union’s concerns for the upcoming budget proposals. We spoke with members on both sides of the aisle and met newly elected representatives, our new lobbyist, and the assistant commissioner of DHS. Also on the 22nd I was one of 2000+ that attended a rally in the capitol rotunda in support for our neighbors to the east.
