3. Old Business:
1. Potential vacation request MoU- this will be carried forward until we meet with Moose Lake Local 1092.
4.New Business
1. C5 Presidents Meeting January 14th- Chuck Carlson and John Knobbe will be attending this. A motion was made by Connie Anderson to pay mileage and usual expenses. Motion was seconded by Molly Kennedy and carried.
2. Progressive Drawing process- E-board proposed a motion to the membership tonight to change the procedure of the progressive drawing. The proposal would be to have no drawing tonight and beginning in January the drawing would be held only once yearly in December. People attending meetings and Day on the Hill would get their names entered into the drawing with a maximum of 4 entries. Beginning in December 2011 there would be 4 drawings for $125 each- people would not need to be present to win and each person could only win once. John Knobbe moved to implement this new procedure, Jill Gorman seconded; and discussion. Motion failed upon vote. There was discussion on how to get members to the meetings. Britta Higginbotham suggested drawing every 3 months. John Knobbe made a motion to reconsider the former motion but to hold a drawing at tonight’s meeting and if there is no winner then the process would change to the suggested format. This motion was seconded by Britta Higginbotham then carried by unanimous vote. Sam Arneson called point of order to call for discussion and expressed concern about people only attending meetings 4 times per year in order to get their name in the drawing. There was discussion at length and motion carried.

5.Items from the membership- Connie Anderson discussed donations. Last year AFSCME Local 404 donated $200 to each of the following charities; St. Peter Food Shelf, ECHO Food Shelf, Toys for Tots, Santa Anonymous, and The Sharing Tree. Connie made a motion to donate the same amounts to the same charities this year. This motion was seconded by Josh Coopman and carried. This motion was amended to include a donation of $1200 to The Kitchen which we also donated to last year. Jill Gatzke spoke about The Kitchen and the community support and recognition the AFSCME receives as a supporter of this cause. There was also discussion about interest of AFSCME members serving meals. Jill Gatzke agreed to be the contact person for members interested in helping serve meals which will be done quarterly on Monday nights. The amendment included a total of $2200 in donations to the above mentioned charities and the motion was carried.

A decision was made in the 55 retirement settlement. People can now retire at 55 and get insurance. All of the details are not known at this time but info will be sent out.

Sam Arneson spoke about defined lifetime benefits and defined contributions-we are fortunate to have Dayton as our governor!
Social Committee: Thanks to Connie Anderson and Michelle Rodning for organizing and decorating for the holiday party.
Officers Reports:
VP-John Knobbe: “In the last month I attended Negotiations Assembly and was elected to the Master Team. I may be the only new member of that team from 2 years ago. Thanks for supporting me. I also attended the SEPC Executive Board meeting as I am a member of that body & was informed that we will again go for accelerated bargaining, meaning pushing the economic side of the contract while the legislature is still in session instead of after the budget is set. The board also was informed that the council will no longer purchase contracts, that with them online & available on disc, locals will need to buy any paper contracts they need. The statewide safety committee has openings for members from unit 3 & unit 6 & are requesting a committee from Council 5 for a field rep for the next year, as they have sent 4 different field reps to the last 6 meetings. Finally the SEPC is requesting suggestions on how to clean up/improve balloting & voting @ convention. On Nov. 22nd we had a Joint Labor Management meeting for forensics. Your AFSCME representatives were vocal about how labor is treated on campus. Chuck, John C., or myself can give more details. On 11-24 we attended M&C @ Rochester & discussed unfilled positions & a funded GMW spot that is being contracted out. Scott, Chuck, John C., and myself met with Benson’s team in St. Paul on 11-30. I hope others had the chance to talk to them on campus & express their opinions. On 12-19 Scott & John C. celebrated their Birthdays by attending Forensics M&C @ 11am followed by M&C @ St. Peter CBHH. At the forensics meeting I requested time with nursing supervisors & that day met with C. Ryan and Jo B. The result was 2 members having holiday time off honored that was not how the schedule was posted & 1 member receiving an apology from management. On 12-15 I attended a laudermill & followed up with 2 more conversations with an administrator that resulted in a discipline reduction that can still be grieved.
Today, 12-16, I represented a member in a meeting with management in W. St. Paul @ 7am & returned to St. Peter for MSOP M&C.
I would like to thank my unit staff who helps free me up to work on issues & all the members of Local 404 who give us their opinions & allow us to carry them forward.

VP- Molly Kennedy: “Last month I attended Negotiations Assembly and learned more about the contract & the inner workings. Thank you for electing me to go. We had MSOP Labor Management today and we spoke about removal of documents from your file and how long it is taking. We also spoke about going back to 6 months for requesting vacation. Their response was that Dennis Benson & Larry TeBrake need to discuss this. We have a set date to meet on mutualing to doubles Feb 17th. We are going to sit down and try to come up with an agreement. And we also spoke about what happens in the event of an emergency and people having to stay at work 17 hours & over. They said they bought sleeping bags & pillows so that people could stay in the activity bldg. and they will work with the kitchen to provide food.
And remember DOTH is March 22nd so request it off and come.

CLU delegate report- Jill Gorman attended and the locals presented their reports. The winter party will be February 13th- more details to be announced.
Council 5 Field Representative Scott Grefe: Thank you to the local for political interactions. The importance of political activism is enormous. Also, thanks to those who voted. Different election results would have changed our lives drastically. In Wisconsin, the newly elected Republican Governor has plans to cut jobs, pensions and insurance benefits. The relationship AFSCME has with Mark Dayton will be very beneficial for us in restoring dignity and respect back in the workplace. Merry Christmas and Happy New Year- Be Safe!
