2.Presidents Report:

•Steward training June 18th and 25th - Thank you for all that attended. A clean up class for those who could not attend and are still interested in being stewards will be scheduled by John Collins.

•July 4th Parade/meetings

3.Old Business:

1.Progressive Dues Change- Voting will take place at the July general membership meeting. Article IV?Membership and Dues: Section 3.? The bi-weekly membership dues of the local shall be?117?% of the individual hourly rate.? In addition, the dues rates shall be adjusted annually by an amount equal to one-half (1/2) each pay period of the increase in per capita tax of the International and Council 5, since the last adjustment took place.? The dues shall be recomputed each January.

1.2011-2013 State Bargaining information

2.C5 Presidents meeting July 13th -motion by John Knobbe to pay per diem and mileage, second by Connie Anderson then carried.

3.Forensics Joint Labor Management meeting next week

4.Request for donation to the Blue Earth County Workers memorial for public employees killed in the line of duty. A motion was made by Sam Arneson to send $100, second by Connie Anderson then carried.

5.Contract negotiations- John Knobbe has paper forms for proposals. There is also an electronic form on the Local 404 website. Paper forms need to be turned in to John Knobbe by September 16th. Electronic forms can be submitted online. There will an election for contract negotiation delegates at the October meeting. Delegate nominations need to be in by September 16th.

6.30 day notice for fall convention delegates- fall convention is Sept. 30-Oct. 2. There are 32 spots available- those interested should contact Connie Anderson.

7.Voting will take place at the August general membership meeting for delegates for the AFLCIO convention which is to be held Sept. 25-Sept 28. We will be sending 4 delegates. Nominations are being accepted by Connie Anderson.

8.John Knobbe, Chuck Carlson, Molly Kennedy, and Matt Stenger will be meeting with the Legislative Finance Committee to go over the MSOP budget. A motion was made by Connie Anderson to pay per diem (for those not excused from work) and mileage, second by Paul Schwichtenberg then carried. Anyone with budget information or questions that they would like brought up at this meeting should contact Molly Kennedy.



5.Items from the membership:

Social Committee: Michelle Rodning would like to thank those who helped with the float preparations. More member support is needed! The toys that were passed out went over well. These items are on sale now and Michelle suggested that these items be picked up now for next year. A motion was made by Ann Sullivan for $150 to pick up these items, second by Connie Anderson then carried.

A Local 404 picnic or party at Michelle’s to be discussed.

Officers Reports:

VP-John Knobbe: “In the last month I covered an investigation in admin, MSOP M&C & presented 4 3rd steps, CBHH St. Peter M&C, 4 sessions of steward re-certification, and the AFSCME International Convention. This was a long week, but fun- thanks for sending me. The biggest issue was electing a new International Sec/Tres. Bill Lucy resigned after 37 years. This has laid the ground work for the next International Pres. & the lines have been drawn. We supported the member driven initiative. I also filed 1 3rd step today.

Remember the Primary’s on August 10th. AFSCME Council 5 is supporting Dayton & feels he is the best choice for labor.

VP- Molly Kennedy: “This month Chuck, John Collins, John Knobbe, and I conducted a steward re-certification that took place two days for 3 hours each. 22 stewards attended. I believe we are going to contact the council and have them come down to do a training so if you are interested in becoming a steward please contact me (Molly Kennedy) and I will put you on the list and contact you when the training is planned. I will also send you the list of requirements.


The end of June beginning of July I attended the AFCSME International Convention in Boston. I had the pleasure of being a part of an election of Sec/Treasurer. The position was previously held for 37 years by a gentleman by the name of Bill Lucy. He was named in the top 10 most influential African Americans in the world. It was a very educational convention and I learned many things about the process of how the whole union operates. I really feel that attending the international convention has made me a better leader in your union.


In MSOP I have had many discussions with Tim Lokensgard about people getting down their hours in MSOP. Before this was implemented there were many complaints by many people about the amount of hours.”

•3 new employees.

•Aug 4th next meet and confer to be followed by union steward recertification.


CBHH St. Peter

•2 - 3 steps waiting to be heard.

•Issues with inversing staff when they are un-inversible (before weekend, when already 24 hrs in 48, etc) or not going through the proper steps when inversing.

1.1 grievance in for LPN termination.

2.Received denial for class action mutual to doubles grievance.

3.No issues on MSOP/MSH nights.

CS – Facilities and Forensic Nursing Home : Jill Gorman: “Been quiet with no news on current investigations in my area. I have been trying to touch base with the different work areas.”

CS – MSOP : Matt Stenger: “Currently we have two active grievances in MSOP. One of them is mutual to 16 hours shifts. Management has stated that we are outside of our time lines on it. They are willing to give us a meeting to hear it if we like. Our thoughts on this is that the contract is violated every time they deny it. So we can always just re-file another one. It’s going into further discussion and will be presented. We are also going to be meeting on July 20 about MSOP overspending with state budget committee. If you are having any issues in your work are please let one of us know so we can help.”

EB-Anne Mehltretter- newly appointed.

EB-Greg Naumann: “I have been slowly getting results from Hr on bid awards but am still missing some. I placed two seniority rosters on the SharePoint site one by Alpha and the other by Number. There was a request to have both.

EB- Eric Ridout: “I have been tracking the number of IOD's for MSH. The only new one I have gotten is Patty B. on unit 900. I have also volunteered for the peer support group.”

CLU delegate report: Chuck and Anne Mehltretter attended the July meeting. The meeting included screening candidates for local offices 3 DFL and 1 IND

Council 5 Field Representative Scott Grefe: Tuesday August 10th is the Primary election. There are fliers available to spread around. Mark Dayton is being supported by Council 5. Dayton’s first mission is to get rid of the political hacks that run down the jobs we do! Be an informed voter!

Message to Members: “The primary is of primary importance, remember the primary August 10th!”
