  1. Construction Update - CPS:

    MS: The project is on track with a potential completion date next summer. Planning has started for office furniture in the team room; please send ideas to Michelle.

  2. Sick Leave Line for SCs:

    EC: MNIT will be switching out the office phones with Teams Phones. We are working on how to forward that line to the OD cell.

  3. Partial Shift Inverses:

    AFSCME: The standard practice has been that staff who come in early to relieve a partial shift inverse are not then inversed to complete a full 16-hour shift. This also impacts the release language.

  4. Camera Issues/Matrix Upgrade:

    AFSCME: After the camera upgrade, the cameras are responding very slow/choppy/frozen in the control centers.

    EC: I will reach out to LVC for the quote to upgrade the Matrix.

  5. Continued Increase in P1S Client Care:

    AFSCME: We would like to set up a monthly meeting with Nursing, Management, Unit Staff, Nick, and Steaed. Any update on the waitlist for the Nursing Home? How many clients are on the list?

    KG: I do not have an update; there are one or two clients on the list.

ADD ON

  1. Reminder to Staff – Sick Time Cannot be Used for SNV.

  2. SharePoint Announcement – Data Request

    An Announcement was posted on the SharePoint from Nancy Johnston regarding a Data request made by a client in Moose Lake. The request pertains to the disciplinary action records of current and former MSOP staff, encompassing the period from January 1, 2019, to October 24, 2024.

    MS: The facility will manage the information and posting it on units will not be permitted.

 

AFSCME AGENDA ITEMS

  1. Overnight Timebook Coding Changes:

    AFSCME: Do we know when the FAQ will be sent out to staff?

    HP: The FAQ has been drafted and sent to MMB for review. It will be sent out as soon as their review is complete.

  2. Increase to Comp Bank:

    AFSCME: With the implementation of the new contract, will the comp bank maximum be increased?

    HP: The appointing authority has not decided on that yet.

  3. Timeframe for Back-Pay Processing:

    Minnesota Management and Budget (MMB) reported to us that they intend to implement our negotiated back pay to be reflected on your October 3rd paycheck. 

    On October 3rd if you notice any discrepancies, please contact HR.

  4. CPS – Bike Count/Storage:

    AFSCME: Winter is approaching. What is the plan for client bikes and counting them?

    MS: We do not have a plan to roll out yet. Staff do not need to count the bikes daily. Send ideas for better storage and management of client bikes to Michelle.

  5. CPS – GPS Verification:

    AFSCME: The GPS verification count is currently assigned to one staff. It does not feel appropriate that clients know which staff is checking their tags. Since the process does not take long, both staff should be checking the GPS tags.

    GT: Starting on Sunday, both staff will verify the tags during the GPS count.

  6. Perimeter – TC “People Assessments”:

    AFSCME: Some members shared concerns about a Pre-TAD assignment they were not prepared for. In the future, these types of changes should be brought to Labor Management prior to implementation.

    MH: Agreed, more preparation time would be beneficial, and discussion should occur.

ADD ON

  1. New Staff / Approved Unpaid Leave vs. Using Accruals:

    AFSCME: With the new contract, new staff are going to be frontloaded 40 hours of vacation. When they have approved leave, are they able to use their accruals?

    HP: I will confirm how the frontloading of vacation will occur. Usually, it takes one or two pay periods for it to automatically process.

    LP/BW: Staff are not obligated to take approved leave unpaid if they have accruals to cover it.

  2. CPS – GAE Garden Shed and Lockers:

    MS: I have not been able to secure any lockers. I will reach out to Jenny and Melody to determine the size and type of shed needed.

  3. 10-Hour Staff / Holiday Scheduling:

    AFSCME: Payroll has been changing timesheets and contractually holidays are scheduled by seniority. Can HR look into this?

    HP/LP: Yes, we will look into this, send the info to the HR email box.

  4. Interest Bids to 2nd Watch:

    AFSCME: Are there a lot of interest bids for 2nd Watch vacancies? Not sure.

    *More info needed, Nick to follow up with TL/LP.

  5. Client on Levels/Naked/Offending Against Staff/No Consequences:

    AFSCME: There are concerns regarding the behavior of a client who is repeatedly placed on continuous levels of observation.

    BW: We can look into this.
