AFSCME LABOR/MANAGEMENT MEETING

Approval of Minutes from Last Month
The meeting minutes from last month were approved and posted.
Reflections / Celebrations
- The Forensic Nursing Home completed their annual survey from the Minnesota Department of Health - congratulations on a great survey!
- The new AFSCME contract is now in effect.
- Forensic Services received several awards at the Excellence Conference.

Management

AFSCME
- All LPN Mutuals Being Denied:
- Grove 2 & 3 LPNs not allowed to mutual shifts due to inversibility; likely a structural issue. Mutuals should not be unreasonably denied per contract.
- SM: I checked into this and found that 20 have been denied since February. Not all requests are being denied, but we need to ensure safe staffing while also following the contract.
- Card for Medical Trips/Parking:
- SM: We will be moving forward with an imprest card for parking.
3. Update on Klein:
- Are there any timelines or new information?
- BR: Awaiting the final walkthrough from the Department of Health.
- LPN-Lead Update:
SM: This is with the classifications team. No update currently.
- Hospital Coverage - Sign-Up/Assignments/Staffing:
- We would like a consistent practice for hospital coverage. Since it is overtime, it should be assigned by seniority. When a hospital stay is expected to be extended, it should be assigned in advance. There was also a concern raised about visitors at the hospital when only one staff was covering.
SM: A recent last-minute sick call affected the assignment. At times, we are not informed that it will be an extended stay, or we are told the client is planning to return and plans change. Please reach out to the AODs when issues arise so they can adjust coverage.
- Grove 5 Concerns:
SM: I followed up with Becky regarding the concerns raised last month. Staff are strongly encouraged to bring issues directly to management at that location.
- Least Senior List for FNH & Grove 5 Staff:
- AODs are not consistently emailing the least senior staff at these locations; staff want the same courtesy as those in the main building. This issue has been discussed for the past 6 months.
- SM: I have asked the AODs to come up with a consistent practice.

- Comp Bank Increase:
- With the implementation of the new contract, will the comp bank max be increased to 240?
SM: I asked yesterday, I don’t have an answer yet.
- Payroll Issues:
- Issues with payroll changing timesheets – Non-Stop Problems.
SM: We are aware and share in the frustrations, reach out to local HR and they will follow-up.
- Overtime Call Out Process:
- Are the AODs following the contractually agreed to call out process?
- SM: The AODs are calling out of building for OT. When there are last minute sick calls, there is not time to call out of building.
- Grove 1 Units Short Staffed:
- Grove 1 units have been short-staffed for more than half of the shift. Staff are being pulled for medical trips, and the units are not being backfilled.
BR: Noted.
- Nocs Time Entry Changes:
- Multitude of questions related to night staff time entry/pay-period changes. This is starting next week. How are holidays going to be recorded?
- SM: I understand and share in the frustrations, I have asked and don’t have the answers.
- Hairstylist – Classification/Hours of Work Change/Cosmetology:
- Title change without union notification/hours changed/breaks. Staff were told that they don’t get 15-minute paid breaks.
- SM: I will follow-up on this.
- Data Request/MSOP Employee Discipline Records Release:
- Is Forensics expecting this for our program?
- SM: We are not aware of a request for Forensics. If an employee transferred from MSOP during that time, it would apply to them.
