AFSCME LABOR/MANAGEMENT MEETING

Approval of Minutes from Last Month

The meeting minutes from last month were approved and posted.

Reflections / Celebrations

The Forensic Nursing Home CNA survey with MDH went well; 19 new CNAs certified.

Injury numbers are steadily declining, thanks to everyone’s efforts.

AFSCME Contract was Ratified.

AFSCME

All LPN Mutuals Being Denied:

Grove 2 & 3 LPNs not allowed to mutual shifts due to inversibility; likely a structural issue. Mutuals should not be unreasonably denied per contract.

SM: I will bring this back.

Card for Medical Trips/Parking: 

SM: I am working on this with the finance department, possibly an imprest card.

Update on Klein:

Are there any timelines or new information?

SM: We are waiting on licensing, hopefully it will happen quickly.

  LPN-Lead Update:

JG: Roxanne is working with the classifications team.

 

Extra Hours for Part-Time Staff:

Some of the AODs are offering subsequent shift to the Part-Time staff, outside of the sign-up process.

SM: I will follow-up.

 

Forrest View Medical Transports/Single Staff:

Staff who don’t normally work the unit are being assigned single-staff medical transports more than 35 miles away and are not able to take a break.

SM: I will follow up with Becky; we want to make sure staff feel comfortable, safe, and able to have a break.

 

Interest Bid Process: 

We need a fair process for interest bids.

SM: Staff are encouraged to bid on postings; Becky also reviews expressions of interest and considers them if they make sense for the program.

 

Least Senior List for FNH & Grove 5 Staff:

AODs are not consistently emailing the least senior staff at these locations; staff want the same courtesy as those in the main building. This issue has been discussed for the past 6 months.

SM: I will do some work on this.

Hospital Coverage Sign-Up Issues:

The scheduling department is not assigning hospital coverage in a fair and consistent way.

SM: We need to identify a more consistent practice.

FNH 30-Minute Breaks: (If working 6 or more hours)

Staff are reporting that they are being required to take a 30-minute unpaid break, when working less than 6 hours.

JG: We are working with payroll, staff should not be forced to take a 30-minute unpaid break when working less than 6 hours; they would be allowed to have a break if requested, when working 5.5 hours.

 

Summit Shop WTAs:

The WTAs are short staffed at the Summit shop, causing safety concerns.

SM: I will follow-up.

 

Redwood Windows:

SM: We are temporarily replacing these windows with Lexon, the replacements have been ordered, they are made of a specialized material, and we have a variety of window sizes installed in the facility, it is not feasible to have all of them on hand. Ben and Gary are looking at the cabinet doors.

 

Implementation Date for AFSCME Contract:

The AFSCME contract was ratified, do we have an implementation date?

JG: We are waiting on MMB for communication.

 

Grove 5 Day Staff:

FT bid staff are being moved to accommodate PT staff, this is happening with utility pool staff too. It seems to be a combination of scheduling and AODs doing this.

SM:  I will follow-up.

 

North Campus Patient/Yellow Liberty Concerns:

There is a patient at North Campus that has yellow liberties, exhibiting problematic sexual behavior. (Soliciting sex from another patient) Staff feel they should be moved.

SM: I will follow-up. Staff are encouraged to bring this to the attention of operational leadership.

 

Grove 5 Patients/Problematic Sexual Behaviors:

There is a patient on Grove 5 that has been consistently masturbating on the unit and another patient that was on pass and exhibited problematic sexual behaviors.

SM: I will follow-up. 

 

North Campus Passes:

A patient returned from a planned pass at 10:30pm, while there are lower staffing levels, causing concerns.

SM: I will follow-up.

 

Mutuals Between Pay-Periods:

Are mutuals between pay-periods allowed? 

JG: I don’t think this is allowed. Please send us the information that states this and we will do some follow up.

 

Recreation Program Assistant - Lead Option:

Is an RPA Lead classification an option?

SM: I encourage staff to speak with their supervisor and look at the RT position, as an option.
